Bamberg Tourist Tax

Cities need more than 490.000 nights of tourists per year, ir they want to tax . Bamberg has reached this limit a few years ago. In the year 2016: 659.854 nights.
We have a political discusssion about the tax:
- the high of the rate, maybe different for hotels, appartments, campsites
- if only hotels and other providers of nights have to pay
- or if also restaurants, shops and other enterprises which makes sales with tourists have to pay
- which area of Bamberg have to pay: only in the old part of the city or also the areas of Bamberg-Ost (with the Café Abseits), the Gartenstadt, Bug, Wildensorg etc., with few tourists.
And some policians are against such a tax in principle.

Another problem of such a tax is, that professional visitors (salesman, workers etc.) have not to pay such a night tax. The hotels have to ask, if the visit is professional or touristic and to ask for documents, p.e. a letter of the employer. With this document they can prove the tax exemption. Very bureaucratic.
