Brewpubs / Ambräusianum

The first six months Ambr. had a professional Braumeister. My understanding is that a regulation/law/??? was changed in Germany (or Bavaria) allowing an owner of an establishment to brew even if he was not certified. I can see how this would make life easier for "Modern Brewpub" owners. So Ambrose himself now does the brewing and the consistency suffers.
