At the franconian brewery museum there is CO2 equipment dating from the 19th century IIRC, so it is not that recent. As for the foam: it's not the total pressure that counts, but the partial pressure from the CO2 in the air, and that is quite low. Further you get a lot of oxygen at the beer, and that is disastrous for the beer, even within the hour. And I've seen kegs being served over more that one session at the GBBF, leaving the beer exposed to the oxygen in the air overnight.
